Arthur C. Miller, Ph.D., P.E, DWRE, is nationally recognized in hydrology, hydraulic engineering and dam safety and renowned for his expertise in HEC models. He is a Distinguished Professor Emeritus, Civil and Environmental Engineering, Penn State University,Technical Advisor, AECOM Water.
